Presidential Decree No. 474 of July 21, 2020 identified five national development goals for Russia until 2030 related to the preservation of the population, the development of talents, the creation of a comfortable living environment, decent work, successful entrepreneurship and digital transformation. One of the main roles in the work to achieve the goals is given to the regions; the task of fulfilling national requirements comes to them through national projects. The implementation of national projects at the regional level is characterized by such problems as a lack of cofinancing resources, insufficient development of a number of indicators of national projects and a system for monitoring their achievement. To assess the readiness of the regions for the implementation of national goals, the Consortium Leontief Center - AV Group (LC-AV, #LCAVteam) developed a methodology and conducted a retrospective analysis of key regional indicators that allow assessing the achievement of each of the 5 national goals. Based on the analysis, the “Regional readiness index for the implementation of national goals” will be formed and presented within the framework of the Forum of Strategists 2022. Proposals to introduce the concept of “regional and local communities” into the legislation are aimed at characterizing the spatial and territorial unity of a certain part of the population, taking into account the essential criteria for its isolation, singling it out as an independent subject. It is necessary to determine not only the legal status of regional and local communities, but also the principles of their organization and activities, the procedure and mechanisms for their interaction with state authorities and local governments. In many cities, the growing dispersal of residential areas and economic activities is leading to the need for personal vehicles for travel. Urban sprawl often results in increased travel distances and travel times for both public and private transport. This, in turn, entails various economic costs, including environmental degradation, increased costs of municipal and government services, reduced accessibility and economic opportunities for non-drivers. All this leads to an increase in transport costs in general. Reducing urban sprawl; promoting the development of territories focused on the use of public transport; creating compact, walkable neighborhoods that reduce per capita car-kilometres traveled are priorities for reducing the need for car-based mobility. Spatial planning and land-use policies have sustainable long-term implications: land-use decisions made today will tie cities to certain development patterns for many years to come. Timely, demanded assessment of state programs is a critical tool for the development of program-targeted management. There are 321 single-industry towns in the Russian Federation. The main risk for single-industry towns in the current situation is the stability of city-forming enterprises that provide the main employment of the able-bodied population. The direct and indirect consequences of sanctions restrictions are experienced by machine-building, metallurgical, and forestry centers. A long-term reduction in Russian fuel consumption may bring back the focus of attention to oil and gas production areas that were ex-cluded from the list of single-industry towns in the early 2010s. Decree of the Government of the Russian Federation No. 786 dated May 26, 2021 approved the regulation “On the Management System for State Programs of the Russian Federation”, which provides for a new procedure for the development, implementation and evaluation of the effectiveness of state programs at the federal and regional levels. In accordance with paragraph 7 of Decree No. 786, state authorities of the constituent entities of the Russian Federation are recommended to take into account the norms of the Regulation when establishing the procedure for the development and implementation of state programs of the constituent entities of the Russian Federation. In this regard, since 2021, the regions have begun reformatting the regulatory framework and the state programs themselves under new criteria. An analysis of applied experience will make it possible to identify points of conjugation of the normative legal regulation of state programs at the federal and regional levels, as well as the best practice for implementing state programs of a new format. On June 23-24, 2022, the leaders of the BRICS states (Brazil, Russia, India, China, South Africa) adopted the Beijing Declaration of the XIV Summit and reaffirmed their commitment to the balanced and comprehensive implementation of the 2030 Agenda for Sustainable Development, emphasizing that “the international community should greater importance to development issues, revitalize global development partnerships and strive to achieve all the Sustainable Development Goals by mobilizing the necessary resources.” Almost half of the world’s population lives in the BRICS countries, so the localization of the SDGs is the main lever for achieving global and national goals.
