Summary

The current transformations of the world economic system have a significant impact on all areas of development of the Russian Federation, both at the federal and regional levels. The issues of ensuring national security and improving the quality of life of the population come to the fore. Ensuring comprehensive secu-rity (including geopolitical, social, economic, environmental, food, etc.) is a basic condition for sustainable development.
An important role is played by the system of timely identifica-tion and management of risks, as well as monitoring aimed not only at assessing the achievement of planned indicators, but at assessing real changes in the quality of life of the population and the contribution of key actors to the achievement of devel-opment goals.
Issues for discussion:
- the main difficulties in ensuring the quality, sustainability and security of development;
- integration of the concept of "strategic anti-crisis manage-ment" ("crisis resistance") into the system of strategic planning in Russia;
– consolidation of efforts of government, business and society in the interests of high-quality, sustainable and safe develop-ment;
