As part of the ongoing discussion in the Russian Federation on increasing the importance of the strategic planning system in urban development and territorial development management, it is proposed to discuss the following issues:
– What tasks should the overdue reform of the system of territorial planning and urban zoning solve?
– What place in the hierarchy of existing strategic planning documents can the “master planning” tool, which is being actively introduced in Russia, take?
- Can and should the “master plan” become a substitute for the strategies of socio-economic and spatial development, master plans for cities?
- How will the implementation mechanisms change and will the subjects have new resource opportunities for the implementation of complex tasks as a result of the planned changes?
